    Indian Railways to Launch Sandbox to Accelerate Startup Innovation

    In a significant move to bolster innovation and entrepreneurship, Indian Railways is set to introduce a sandbox policy aimed at providing startups with a controlled environment to test and refine their ideas. This initiative, announced by Union Minister for Railways and Information Technology Ashwini Vaishnaw at the Confederation of Indian Industry (CII) Annual Business Summit, is expected to be operational within the next two months.

    A Platform for Innovation

    The proposed sandbox will serve as a testing ground where startups can experiment with new technologies and solutions pertinent to the railway sector. By offering a regulated space, the sandbox aims to minimize legal and regulatory risks, allowing innovators to focus on refining their products and services.

    “Maybe in another two months from now, we’ll have a new policy where any new innovative idea can be tried and tested at a small scale, in a sandbox environment, and then we can scale it up to a bigger level,” Minister Vaishnaw stated at the summit .

    Building on Previous Successes

    This initiative builds upon the success of the ‘Startups for Railways’ program, which has seen Indian Railways actively engage with startups over the past year and a half. As of early May 2025, approximately 3,166 entities had registered on the Indian Railways innovation portal, including 363 startups. These collaborations have spanned various sectors, including 215 Micro, Small, and Medium Enterprises (MSMEs), 169 research and development organizations, and 65 non-governmental organizations.

    A total of 131 workshops and meetings have been organized under the Indian Railway Innovation Policy, with participation from 1,560 startups and innovators. These engagements have facilitated the integration of innovative solutions into railway operations, enhancing efficiency and service delivery.

    Aligning with National Technological Advancements

    The sandbox policy aligns with broader national initiatives aimed at technological advancement. Minister Vaishnaw highlighted that India is developing 25 indigenous chipsets to bolster cybersecurity measures. Thirteen of these projects are being led by the Centre for Development of Advanced Computing (C-DAC) in Bengaluru.

    Furthermore, under the IndiaAI Mission, the government plans to augment its artificial intelligence infrastructure by adding 14,000 graphics processing units (GPUs) to the existing 18,000, thereby enhancing computational capabilities for AI research and development.

    Implications for the Startup Ecosystem

    The introduction of the sandbox policy is poised to have a transformative impact on the Indian startup ecosystem, particularly in the transportation and logistics sectors. By providing a structured environment for experimentation, startups can accelerate the development of innovative solutions tailored to the unique challenges of Indian Railways.

    This initiative not only underscores the government’s commitment to fostering innovation but also presents an opportunity for startups to contribute to the modernization of one of the world’s largest railway networks. As the policy rolls out, it is anticipated that increased collaboration between Indian Railways and the startup community will drive advancements in safety, efficiency, and customer experience.
